This is a Regulation.bin file which will for the NEW / DLC Flatstones only:
-Make Both types of Scenic Flatstone cost 1 runes
-Cause only 3-slot / Grand relics from the Scenic Flatstone
-Cause only 3-slot / Grand relics from the Deep Scenic Flatstone
-All effects are disabled by default (not including curses)
You can then edit the Regulation.Bin file in Smithbox to select which effects you want to appear, and then roll 'perfect' relics.
For Base Relics the effects are under:

220
310
For Deep Relics the effects are under
2000000
2100000
2200000
CURSES:
Curses are under the '3000000' Param ID. Amend any curses you don't want to '1', this is a precaution to prevent invalid rolls.
Tips:
SAVE GAME CORRUPTION
-In Smithbox while a project is loaded, under 'settings' at the top, then under 'regulation data', check the box for 'strip row names upon save'
BANNING
-See the original mod/comments for more tips but mainly you need to ensure your relics are valid, enable enough effects that only valid effects are selected
DEEP RELIC EFFECTS NOT SHOWING UP
-Edit both 'Chanceweight' and 'Chanceweight_DLC', I haven't tested which applies but for Deep relics I think it's the latter.
Additional Base Relics seem to have effects under the following. I don't know why, and leaving these at 0 produces relics fine, but not
having them at 0 makes editing only the above (110-310) not work:
